The aim of the study is the successful attempt of the Kubta Empire to establish an empire similar to that established by the Morinians.We will discuss administrative similarities in the administrative system and explain the administrative hierarchy without discussing the differences between them. The core of this research will be on the management and policy of the Kubta empire.
